The source packages have no descriptions, only binary packages have descriptions, so duplicate source packages should not be a problem for DDTP. The duplicate source packages are necessary for license compliance so they will not be removed. AFAICT the binary packages for the duplicate source packages are not included in the Packages/Translations files. A lot of Debian users are on stable, so it is valuable to those users to translate old descriptions from stable. >From your list, some example source packages after looking at Translation-en: linux: all of the linux-libc-dev-*-cross packages have the exact same description with the same MD5 hash. It should be easy for DDTP to mark all of the packages as translated when one of them is. golang-github-xeipuuv-gojsonschema: only has one description AFAICT (for the -dev package). libthai: each of the binary packages has different descriptions, although some of the paragraphs are duplicated.
