Why are some packages mising from ddtp

Hi,

I seems that some packages, eg. thunderbird-l10n-pl, dsb, pt-br or pt-pt 
are missing from the ddtp database. apt-cache policy shows them into Sid 
repo. Do you know why this gap exists?
