I've put the recommends line for consistency reasons (other hyphen-* packages do have the same recommendation "dependencies"). Personally I do agree with you on this point, however I think we should reach some sort of consensus with the other Debian maintainers. I believe the presence of such "Recommends:" lines in the control files of the respective packages just *might* be there for some particular purpose. I'm forwarding a copy of my response to certain mailing lists so that whatever parties interested in this matter there might suggest something from their point of view.
