David, Alex, now on the cc, list is the right guy to say what the project wants as far as upstream.
As a practical matter, the translations on gpredict are set to open on launchpad. I think this means anyone can help. However, this might be against the development tree. It would probably not meet your goals for the code freeze. If a complete translation becomes available, against 1.3 then I or someone else could push it upstream. Again, this would need Alex's blessing.
