In short: yes.
It is always a good idea to send translations as wishlists bugs even after
a deadline. it MIGHT end up with that you have to update your initial
translation with new strings but mostly your submission will add to the
probability that the package will pop up on bubulle's l10n radar and
trigger a new call for translations.
