It's quite some time since we haven't gone through the various choices
in tzsetup for Debian Installer. This is particularly true for
countries that have multiple timezones.

I discovered that after reading an article about timezone changes in
Russia (the country used to have 11 timezones and this was changed to
only 9 in 2010).

For these countries, I will gradually keep the timezones that are
relevant *as of now*. This has been done already for Russia and
Canada.

I'll try to give timezones a name that is really significant for the
country's inhabitants, or use the official local name if I find
it. Wikipedia will probably help a lot in this.

Please watch commits and correct me if you think that some things are
incorrect.

Translators: yes, that will mean more work for you guys. Please yell
of you think that some things are incorrect: for instance, I expect
some input from Russian translators about changes made to Russia
timezones.
