This is perfectly understandable and is indeed one of the reasons that usually makes us recommend to let us handle translation updates. It is not documented but it is now implemented by default in po-debconf in unstable. One explanation could then be than you ran debconf-updatepo from a stable or testing system, which is perfectly fine. And, there, there's nearly nothing you could do as this also requires gettext 0.16 at the minimum.
