It certainly is something that should be fixed. Probably the d-i authors did not want to expand on that (didn't have time). A paragraph describing where the user might find HOWTOs and what to do for languages that don't have any

I'd already filed the bug, but I've sent a follow-up email, adding to the suggested string, so it is more general, not only specifying the LDP page, but also allowing for suggested locations. from Clytie (vi-VN, Vietnamese free-software translation team / nhóm Việt hóa phần mềm tự do)
