Sorry for my ignorance. IMHO, that is an infringement of personal
freedom, but no doubt there is a reason for it.
Any procedure which depends on law of any kind seems to end up
wasting a huge amount of time in free-software projects. I really
wish there were some way to deal more effectively with that
situation. :(
