better to look at the l10n/po-debconf pages they're more representative of
debian locales, the po page just lists all locales found in the po-files in
debian (there's even an nl_NL locale which is completely rudiculus)

the po page picks up whatever the translators (not only within debian, but
also upstream) used, if anybody uses the wrong locale it will show up
