I guess Santiago included the available po files at the TP at the time of sending the i18n patch. Ideally, the maintainer of a i18n'd package which is using the TP should notify the TP admins whenever they release a new version. Then, the TP people notify all the translation teams, which update the translations, which get sent automatically to the upstream maintainer again. As the i18n support wasn't in newer versions of flex, this hasn't been done.
