There is experimental user services support available for Runit in package
runit-services:

https://salsa.debian.org/debian/runit-services/-/tree/user-services

I built the package and tested that it starts runsvdir for user in Linux
on X11. It should also work on Linux for Wayland. It hooks into PAM.

It might be possible to adapt / make it work for Hurd as well.
