I think you can find some ELF standard or draft with google, but I doubt there is something easily readable. Some discussion has happened on the tool chain developers gnu lists. I only understand that RUNPATH works like RPATH, but RPATH is definitive (can't be overridden by users), while RUNPATH has a lower precedence.
