Debian GNU/Hurd will use it until the other stuff is implemnted, so people who use the distribution will get what they want. That's why Roland implemented the /libexec/runsystem feature, so we can keep it confifgurable but seperated. Debian has an interface to add bootscripts (update-rc.d), so any style of init mechanism can be plugged in.
