Package https://salsa.debian.org/go-team/infra/pkg-go-tools has a README, but indeed it is very short and there are many things I don't know about, such as who exactly is running the https://pgt-api-server.debian.net server and how is it maintained. This code runs when called from e.g. https://github.com/Debian/dh-make-golang/blob/master/create_salsa_project.go to create new repos.
