Thanks for adding me. I agree the permission system is not very intuitive, and it does not help that in Debian the Maintainer and Developer words mean something entirely different from what they do in GitLab terminology. Based on https://docs.gitlab.com/ee/user/permissions.html#cicd, indeed being in GitLab a 'Maintainer' would be enough to manage CI and repo settings. It would be good if somebody had time to deep dive into this, and propose a policy to the team and then update the permissions of all 300 team members to be unified along the proposed policy..
