- Remove stretchr-testify from depends. There is no reason for an
   irc related lib to depend on a testing library.
- Mention copyright for the file utils/numerics.yml also in d/copyright
   (along with the holders)

I don't think so. It's almost always going to be called with a '//go:generate go run git.sr.ht/~sircmpwn/go-bare/cmd/gen' style comment which would not use the binary installed from a binary package even if there was one.
