Yes, I don't remember if it is in the policy, but you should ship all the source, tests, and test fixtures. That way, autopkgtest and ci.debian.net can re-run those tests each time one of the dependencies change, and spot FTBFS problems early. -- Martín Ferrari (Tincho)
