Could you please elaborate? zic is primarily used for administration tasks and requires write access to /usr/share/zoneinfo in its default invocation. Also please note that the debian package uses the same path than upstream (as in glibc, tzdata, Linux man-pages), and matches what is done on other SysV or BSD systems.
