Unfortunately this doesn't match the CLDR database, which clearly says that Bolivia uses A4 [1]. The CLDR database is now used as a reference by upstream, to avoid conflicting reports. Could you please try to report an issue against CLDR (see the bug button on the page)? If the change is accepted, we'll add the patch on the Debian side.
