I've reopened this bug since a report of the same problem was filed on
debconf, and this bug has all the useful information.

I see no indication that the bug is in debconf. When the kde frontend is
loaded, debconf loads perl-qt, which involves loading the qt library.
Based on this bug log, something to do with libc6-i686 and
ld.so.nohwcap, causes this to fail. Simply running 'perl -e "use Qt"'
might be enough to reproduce a segfault under the same circumstances.
