The locales should be set up in init scripts instead of 
/etc/environment. Then the locale would be active for every user, not 
just for users logging in. This is especially useful for CGI or PHP 
scripts that would otherwise not use the locale.

So I'm sorry that I reject your proposal.  I close this bug.  Please
write the complete proposal before talking about your idea.
