Considering from the derivation of your idea is "build essential", I think adding Suggests: manpages-dev may be excess for most users. So I decided close this bug. However, if you think there're another reasons, let me know and reopen this report. I'll rethink this report. I think one idea to fix this problem is to create build-essential-doc which installs manpages and doc pages of gcc, libc, make, and so on. But it may also be over-preparation.
