I've uploaded a new lilo package that solves the problem. I applied the
Herbert's suggestion: I added kernel-headers/(asm|linux) directories with
the linux header files needed by LILO (from the kernel-headers-2.4.22-1 
package) and changed the CFLAGS options on Makefile. 

However, I'd like to hear your comments (the package is on incoming.d.o at 
the moment) about this solution.
