I had been hesitant to push the LERC codec to libtiff itself, because I felt LERC was a specialized thing perhaps not appropriate for something mainstream as libtiff, and mostly because for a long time, liblerc didn't have a proper build system. I see in https://github.com/Esri/lerc/ that there's now a CMake build system, but I didn't try it, so I'm not sure how it works.
