It took quite some time since the netcdf transition in October 2015 to get the few reverse dependencies that failed to build removed as blockers for testing transition of subsequent updates.
There were a number of badly maintained packages that still depended on libvtk5.8 which was replaced with libvtk5.10 in unstable some time ago, there was also python-scientific with its lack of support for recent NumPy keeping the old netcdf and hdf5 packages in unstable. Yesterday python-scientific was removed from unstable removing the last cruft keeping netcdf (1:4.1.3-7.2) in unstable. Getting to this stage required the removal of all python-scientific and libvtk5.8 reverse dependencies, some of them got fixed but most were removed from unstable entirely.
