It may be a sid specific issue, I haven't tried a build on stable (because a backport won't happen before mapserver 7 reaches testing). Since the mapserver 7 package will be uploaded to unstable and/or experimental, it must build on unstable. Have you (also) tried the build in jessie pbuilder chroot, or just only your local system?
