I prefer to stick to Policy ยง8.1 despite there being no other reverse dependencies for the QGIS libraries and it being "should" requirement. https://www.debian.org/doc/debian-policy/ch-sharedlibs.html#s-sharedlibs-runtime Diverging from the Policy to work around NEW queue processing deficiencies is not a good idea in my opinion.
