Sébastien, You don't have to use the machine readable format, but all licenses must be discussed. If eg boost is present under Utilities/BGL you should add the boost license.
Since we are writing a new copyright file it makes sense to use the machine readable format immediately: Files: Utilities/BGL Copyright: xxx License:BSL-1.0 This being said: I have said this before, but I would repackage otb for debian (easy to do by adding Files-Excluded to the copyright file) and remove all the code we don't use so we don't have to create (and maintain) a copyright file for it. It is also a good way to ensure we are really using the debian version of the libraries and not our own. Reading through debian/rules I see: USE_EXTERNAL_BOOST, USE_EXTERNAL_GDAL, USE_EXTERNAL_OSSIM, USE_EXTERNAL_EXPAT Those could already be removed. But then the job is not done, many others are listed under Utilities/ITK/Modules/ThirdParty/ and in other places. If we distribute them, they should be in the copyright file. Definitely all licenses should be there, I'm not sure about what one should write for copyright. Listing everyone does not seem that useful to me.
