NEW processing can take a long time for entirely new packages. Processing of existing packages that only introduce new binary package is much quicker. Recently the NEW processing for entirely new packages was very quick, so you may be lucky to get it accepted quickly too. If you manage to get the package to migrate to testing before November 5th, it should get into the next stable release. But since it's first going through experimental you don't have much time. Once the package is in unstable and it cannot make it to testing in time for the freeze, you can create a backport once the freeze is over and the package has migrated to testing.
