Yep. Some 2.6.39 release candidates do exist in experimental, which might be why this wasn't noticed. It's not clear to me what the new pre-depends is for. It's not mentioned in debian/changelog, was not discussed on debian-devel, and was not commited to the packaging repository. Maybe it was never meant to be released into the wild. Hope that helps.
