FOSDEM's FAQ says they only provide invitation letters for main track speakers:

I've had one inquiry from a previous GSoC student who would like to attend FOSDEM but would require an invitation letter. Has anybody dealt with this situation before? Can any local Debian or free software organizations provide an invitation letter? Regards, Daniel
