I feel like Salsa CI was more designed towards testing the Debian
packaging instead of upstream code.  For example for an Emacs addon,
testing is done through dh_elpa_test most of the time which skips
upstream Makefile or testing scripts.  Also there are repro test,
piuparts test, etc. that upstream may not be interested in.

But I get David and your points that not all people may think Salsa CI
necessary.
