You can package the version from elpa using dh_elpa. The tool
dh-make-elpa can generate an initial package for you.  You could also
join the debian-emacsen team and host the package in our salsa repo.

The new elpa-pspp package could then be recommended by pspp.

If you don't want to package it yourself, you can file an RFP bug, CC
this list.
