Wrong is a matter of context here. I just use the Debian defaults and they uidNumbers>=1000 for /etc/passwd... Skolelinux-LDAP should not conflict with the Debian squeeze default, shouldn't it?
If you want adduser to create local users by default, ie with uids in the 500-1000 range, you should probably edit /etc/adduser.conf to change its behaviour. These are the relevant settings:
Please decide what you prefer (modify adduser defaults or modify LDAP uidNumber range) and file a bug for either of the needed changes.
I would prefer the higher LDAP uidNumber range, but I cannot foresee the consequences.
