I rewrote this to use aptitude directly to avoid the problem. Because of this, I had a theory that the same could be the issue here when I discovered debconf-apt-progress running as part of the LTSP chroot build process. I tracked it down to apt-install in d-i, and rewrote it to use apt-get directly. Unfortuntately, it did not help. Just wanted to mention it here to document what has been tested, and perhaps give others ideas on what to do next.
