I had the problem with several packages since I use Debian, but there may be some time between a dist-upgrade and the moment I discover the symlinks are back, so I can say for sure which packages. Just before posting my message, I tested with postgresql 7.4.2-4, but now you say it, I see in the postinst script "update-rc.d postgresql defaults", so it is indeed a per package bug.
