No, it is a bug in dpkg-divert that was introduced with some code that is supposed to check write permissions to the divert locations (so it can fail and not proceed to change the diversion registry, in the case of ro file systems and such). I'll have it fixed for 1.4.1.19 which should be uploaded tonight by Wichert. Ben
