Dear dpkg maintainers,

it seems that dpkg is in conflict with section 7.4, where the following
is stated:
  A package will not cause a conflict merely because its configuration files 
are still installed; it must be at least “Half-Installed”.

In a clear changelog:
$ dpkg -l libunicode-collate-perl
....

$ grep Conflicts debian/control
