No, the target audience is people who script apt-key or use apt-key add, not the people who use apt-key list, which is for interactive use only, and is the thing that will be preserved in some form, but maybe nicer. Given that scripts can't use apt-key list, we can introduce a new command at a later point that conveys similar information or better but there's no incentive not to tell people that their scripts will break next release.
