This change only affects amd64 and i386 as it was already the case in Stretch for other architectures. The libc6 preinst has a check and aborts the installation if it is not the case to avoid completely breaking the system. That said it will leave the upgrade unfinished.
Linux kernel 2.6.32 is popular, as it is the latest version supported by OpenVZ. It therefore looks like a good idea to add an entry about that in the release notes. -- System Information: Debian Release: buster/sid APT prefers testing APT policy: (990, 'testing'), (500, 'unstable'), (1, 'experimental') Architecture: amd64 (x86_64) Foreign Architectures: i386 Kernel: Linux 4.14.0-3-amd64 (SMP w/4 CPU cores) Locale: LANG=fr_FR.UTF-8, LC_CTYPE=fr_FR.UTF-8 (charmap=UTF-8), LANGUAGE= (charmap=UTF-8) Shell: /bin/sh linked to /bin/dash Init: systemd (via /run/systemd/system) LSM: AppArmor: enabled
