You may be better served by initially posting questions regarding specific applications, and their man pages, on the 'debian-user' email list. It is a large group of informed Debian users, who have subscribed to that list out of a desire to help others.
Unless I am mistaken, this list, 'debian-doc,' aims to foster understanding and development of the documentation tool-chains used to generate (and, yes, maintain) the huge volume of documentation generated by a project of Debian's scope.
