As an additional requirement, you could limit the possible number of "To:" addresses to 10. This way, a spammer needs to send out different messages, so he/she/it has to send multiple messages over his personal dialup connection. I'm using these rules on my lists here, and I've never had any spam on them, even if the submission addresses are publicized on the web.
