Why don't we have, by default, all daemons which grab ports run in runlevel 3? We could keep runlevel 2 as the default, which would become the "workstation" (i.e. no services) runlevel, and 3 would be the "all installed daemons start" runlevel. That way, the default configuration upon installation would be for a secure "workstation".
