I finally decided to try out uscan and those debian/watch files,
but I can't get it to work:

$ more /opt/gri/src/deb/2.2.1/gri-2.2.1/debian/watch
# Example watch control file for uscan
# Rename this file to "watch" and then you can run the "uscan" command
# to check for upstream updates and more.
# Site Directory Pattern Version Script
ftp.phys.ocean.dal.ca   users/kelley/gri/       gri-*.tgz       debian  uupdate

$ uscan /opt/gri/src/deb/2.2.1/gri-2.2.1/
-- Scanning for watchfiles in /opt/gri/src/deb/2.2.1/gri-2.2.1/
-- Found watchfile in /opt/gri/src/deb/2.2.1/gri-2.2.1
No match on site ftp.phys.ocean.dal.ca pattern gri-*.tgz
-- Scan finished

The uscan program is returning so quickly with it's answer that I
know it's not attempting to log in correctly, and also the file
ftp://ftp.phys.ocean.dal.ca/users/kelley/gri/gri-2.2.3.tgz
exists.

It also tried watch like:
ftp.phys.ocean.dal.ca   /users/kelley/gri       gri-*.tgz       debian  uupdate
ftp.phys.ocean.dal.ca   users/kelley/gri        gri-*.tgz       debian  uupdate

Am I doing something obviously wrong?
Thanks,
