fwctl*deb (depends in libnetwork-ipv4add-perl) is a tool which can generate ipchains rules from a higher level config file. The package is not yet starting or auto-configuring the /etc/fwctl/ files. You can say "fwctl flush" to remove all rules and make your host non-firewalled. fwctl stop will stop your host to communicate with the world!
