Why is it that we exclude /usr/etc from our distribution? FHS and FSSTND allow it, even encourage it.
The FHS neither allows nor encourages /usr/etc; that would be against one of the stated goals of the FHS, which is that /usr is static, and shareable between machines of the same architecture.
