Perhaps you aren't using anything that uses unix98 ptys? Not everything uses them by default, you know. Sometimes patches are required. Try ssh'ing to localhost, or install Eterm, or grab some of the packages from ftp.espy.org/pub/debian (I think that's the correct path). In there is patched packages for screen, telnet, etc to use Unix98 ptys.
