Did you read the last text describing QA-members powers ? Isn't it enough ? I don't know. The only problem I may see, is the time we must wait before we are allowed to do an NMU. But from another point of view, speaking as a maintainer I do know that I would not like an NMU of my package if I hadn't the time to respond (but I wouldn't need 3 weeks to respond).
