It's not having to install a few packages by hand, it's breaking all dependencies on libc6 2.0.7pre* which a lot of packages have. This would mean that all packages compiled with a pre-version must be recompiled to fix their dependencies. Clearly this is not good, and fixing that in the libc6 package is the only good way to solve this. Wether we do this by using epochs or 2.0.7r as version number is less important.
